The Managing Director/Chief Executive of the Nigeria Social Insurance Trust Fund (NSITF), Barr. Oluwaseun Faleye, on Tuesday, April 21, 2026, commissioned an Employees’ Compensation Scheme (ECS) Help Desk at the Office of the Head of the Civil Service of the Federation.
Speaking at the event, Faleye said the initiative represents a major step toward institutionalising care, protection, and dignity for Nigerian civil servants. According to him, it also reflects the Federal Government’s commitment not only to service delivery but also to the safety, welfare, and security of public workers.
“What we are witnessing today is a defining milestone in the evolution of social security delivery within Nigeria’s public service. It is a step that transforms policy into presence and intention into impact,” he said.
The NSITF boss commended President Bola Ahmed Tinubu for his dedication to strengthening social protection systems and prioritising the welfare of the Nigerian workforce. He also praised the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, for her leadership and support in making the initiative a reality.
He noted that the collaboration across Ministries, Departments, and Agencies (MDAs) was key to achieving the milestone, describing it as a product of shared vision and institutional cooperation.
Faleye described the Help Desk as the first of its kind, explaining that it integrates federal civil servants under treasury-funded MDAs into the Employees’ Compensation Scheme through a structured payroll system.
“This is not just an operational improvement; it is a structural transformation. Every eligible civil servant is captured, every contribution accounted for, and every claim anchored on a verifiable system,” he said.
He further explained that the Help Desk is a fully functional service hub designed to provide information, guidance, claims support, issue resolution, compliance coordination, data intelligence, and continuous sensitisation on the scheme.
According to him, the system is designed to be accessible, transparent, responsive, and efficient, ensuring smoother engagement and faster service delivery for civil servants.
“What we have done here is not to repair a system, but to build one correctly from the beginning, one that inspires confidence and assures every civil servant that they are protected stakeholders in the Nigerian project,” he added.
Faleye said the commissioning symbolises more than the opening of a facility, but the creation of a system that guarantees access, confidence, and protection for workers.
In her remarks, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, described the development as historic, commending President Tinubu for prioritising the welfare of civil servants.
She noted that the initiative reflects long-awaited progress in strengthening workers’ welfare, adding that government remains deeply committed to improving conditions of service in the civil service.
The event also featured the signing of a Memorandum of Understanding (MoU) between NSITF and the Office of the Head of the Civil Service of the Federation to strengthen collaboration. Barr. Faleye signed on behalf of NSITF, while Dr. Abdul Garba, Permanent Secretary, Service Welfare Office, signed for the OHCSF.
