Ochonogor Hosts NIPSS Senior Executive Course 47 Participants On Study Tour Of DESOPADEC

The Managing Director/CEO, Delta State Oil Producing Areas Development Commission, DESOPADEC, Chief Festus Ochonogor today received in audience, the members of the Nigerian Institute of Policy and Strategic Studies, NIPPS, Kuru near Jos, Plateau State in the Commission’s Head office in Warri. who were on a study tour of the commission.

Welcoming the NIPPS Senior Executive Course 47 participants who came on a study tour of DESOPADEC, The Managing Director/CEO who was ably represented by the Executive Director Projects EDP, DESOPADEC, Olorogun Dr. Ebenezer Okorodudu commended them for choosing the Commission as one of the agencies for their study tour.

Dr. Okorodudu while addressing the participants, affirmed that the Institute is one of the strategic Institutes of research, policy and strategic studies in Nigeria, noting that in recent times, the Commission has had the opportunity to host many similar agencies on study tour of the Commission.

Enlightening the participants on the Commissions mandate and how it has contributed to the theme of their study, “How Nigeria can use Marine and Blue economy to diversify its economy,” Dr. Okorodudu said the Commission was set up in 2007 to manage the 50 percent of the 13 percent oil derivation fund accrued to the Oil Producing States for the benefit of the Oil Producing communities in Delta State.

“That is the mandate of the Commission which is structured on ethnicity — Itsekiri, Ijaw, Urhobo, Isoko, Ndokwa and Ika Nation. The Board comprises the Chairman, Managing Director/CEO and four Executive Directors in charge of Projects, Finance and Administration, Social services and Planning, Research and Statistics Directorates and representatives of the various ethnic nationalities. They all each have their different roles to play in the proper implementation of the Commission’s policies and guidelines,” he said.

According to him, the Commission has contributed a lot to the marine and blue economy in its mandate areas and those communities in the coastal areas of Delta State have benefitted in terms of providing Jetties in the Riverine communities to creating access roads to their immediate communities; provision of speed boats; engagement of some security personnel in the coastal areas to ensure peace and security.

“As an interventionist agency, we engage the bottom to top approach as needs differ from community to community. So far so good, we have done a lot and our publications in form of compendiums and Monthly Magazines shall be presented to you as well as other materials gotten from my projects tour which will show you in details, how the Commission has impacted the oil producing communities and the Blue economy in those areas,” he added.

The leader of the delegation, DIG. Adeleye O. Oyebade, rtd mni had earlier informed the Managing Director/CEO that the participants were on tour of the Commission as part of their annual report of study tour to various agencies.

He said the theme of interrogation this year which is how the marine and blue economy can be used to diversify Nigeria’s economy was intended to find out how the agencies connected to the marine and blue economy; how can they be used to create employment for Youths, empower Women in the localities and reduce over dependence on oil, stating that apart from DESOPADEC, they have gone to NIMASA, Ministry of Agriculture and other agencies.

Commending the MD/CEO, Chief Festus Ochonogor for the warm reception accorded the participants, he said that the knowledge acquired during this study shall be highly utilized in their study tour reports which shall be delivered to the Presidency.

The highlight of the ceremony was the presentation of a plaque to the Executive Director, Projects.
