THE House of Representatives has adopted a motion urging the Independent National Electoral Commission (INEC), to create additional state Constituencies from Ndokwa East, Ndokwa West, and Ukwuani Local Government Areas of Delta State.
The House further urged the electoral umpire to conduct a comprehensive population and voter registration audit in the affected areas to support accurate delineation and fair representation and mandated the House Committee on Electoral Matters to engage with INEC and other relevant bodies to ensure timely implementation of the delineation process.
The Committees on Electoral Matters and Legislative Compliance were also mandated to ensure compliance with this resolution and report back to the House within four weeks for further legislative action
The motion was moved at plenary by the member representing the Ndokwa/Ukwuani Federal Constituency, Hon. Nnamdi Ezechi, who drew the attention of the House to Section 112 of the 1999 Constitution (as amended), which mandates the Independent National Electoral Commission (INEC) to divide every state into a number of State Constituencies equal to three or four times the number of Federal Constituencies.
He noted that Delta State, with 10 Federal Constituencies, currently had 29 State Constituencies, instead of the constitutional requirement of 30 or more.
Ezechi recalled that Ndokwa East Local Government Area had previously been delineated into Constituency I and II during the Third Republic, but this was reversed due to population concerns at the time.
He, however, noted that recent INEC election figures and population growth now justified restoring and expanding the representation, as Ndokwa East, Ndokwa West, and Ukwuani LGAs had experienced significant demographic increases.
The lawmaker argued that continued underrepresentation in the Delta State House of Assembly undermined equitable resource distribution and effective governance, noting that these areas were contributing meaningfully to the state’s development.
The motion marks a critical step towards advancing representation, equity, and responsive governance in Ndokwa/Ukwuani Federal Constituency and aligns with the Constitution’s framework for democratic fairness.
