Delta HoS Sets Ambitious Target For First 100 Days In Office

  • Holds Breakfast Dialogue With MDAs

THE Delta State Head of Service, Dr (Mrs) Mininim Oseji has set an ambitious target to reposi­tion the state civil service for greater efficiency before her first 100 days in office.

Dr Oseji, who disclosed this at the re-launched edition of Breakfast Dia­logue of the Head of Service with civil servants in Asaba, said she would do all in her capacity to ensure that the civil service is reformed to propel Delta to the next level.

Among the reforms she intends to implement before July 19, 2025, which marks her first 100 days since her appointment, include regular breakfast dialogue sessions, organise physical meetings with permanent secretaries and heads of extra-ministerial departments at least twice a year, build capacity of civil servants in financial management, and sensitize MDAs on the state procurement laws.

Other initiatives include encourage the Ministry of Justice to issue contracts agreements for all contracts awarded by MDAs, encourage organisation and documentation of in-house capacity building programmes in MDAs , organise on-line training programmes for Public Servants , and moni­tor and evaluate training programmes for instance through the use of quizzes.

The Head of Service said she would strengthen SERVICOM Ministerial Units by organising regular monitoring visits and promoting the use of suggestion boxes, promoting plan­ning, research and statistics, reinstating Civil Service Week, advocating for official buses, and re-launch The Bureaucrat Publication of the Office of the Head of Service.

Promoting speed and ease of doing business to improve the State’s ranking, expanding the Senior Management Staff Committee, re-vitalising the Civil Service Club, Orienting the Public Servants on appropriate dress code proper dressing, promoting agriculture among public servants, among others also made her list.

‘’Even before Donald Trump thought of establishing a Department of Government Efficiency popularly known as DOGE in the United States of America to reduce Fraud, Waste, and Abuse, Governor Sheriff Oborevwori had a vision to start his reforms to promote transparency and accountability in Delta State.

‘’I wish to state that as HoS, I will do all in my capacity and power to ensure that the entire Civil Service keys into that vision and runs with it. This is because I know that with transparency and increasing security, we will be able to attract foreign investors, and foreign tourists, promote inward medi­cal and educational tourism, and propel Delta State to become the Nigerian version of Dubai in the next six years’’ she said.

In her remark, the Chairman of the Delta State Civil Service Commission, Chief Roseline Amioku commended the Head of Service for her bold initiatives, stressing that she would continue to collaborate with her to actualise the vision of Governor Oborevwori for the civil service.

At the breakfast dialogue, Engr. Okekeri Obas lectured participants on procurement procedures and processes for award of contracts according to the Delta State Public Pro­curement Law 2020, while Judith Onokurhefe discussed the activities of the Ministerial Servicom Unit of the Ministry of Environment from 2022 until date.

Also, Sylvester Ofuyekpone talked about strengthening the Departments of Planning Research and Statistics in the various MDAs, while the Head of Service dealt extensively with repositioning the public service for enhanced efficiency and productivity.
