Speaker of Delta State House of Assembly, Rt. Hon. Emomotimi Guwor has been commended for approvals of regular capacity building platforms across cadres in the Assembly Service Commission, comprising the Board, management and staff.
Chairman of Delta State House of Assembly Service Commission, Ebireri Ohwo Sunday affirmed that the Speaker gives priority to training and retraining programmes, while highlighting their impact on service delivery, during the latest round of training, with the theme “Parliamentary Administration and Effective Collaboration for Optimal Service Delivery”, held at the Amphitheatre of the Mariam Babangida Leisure Park, Anwai, Asaba, Delta State capital.
Speaking to The Pointer, Ebireri said the retreat was organized for the Board and top management staff, to further help them in steering the legislative bureaucracy in the state for improved service delivery in 2026 and beyond.
“This training is all about creating a robust legislative bureaucracy that will aid law making and make it more effective and seamless.”
He added that “there is need to review performance of the commission, evaluate existing administrative practices and brainstorm on new strategies for improved service delivery, as well as build leadership and better capacity building.”
Speaking specifically on a lecture titled “Understanding the New Tax Reform in Public and Private Sectors- Effects, Compliance and Sanctions”, delivered by Dr. Chukwuekwu Utalor of the Federal Inland Revenue Service (FIRS), Asaba, Ebireri said “as you know, change comes with different mindsets, but we decided to make it part of our training so as to fully embrace the tax reform as individuals and as a commission.”
Thereafter, participants were able to generate their Tax IDs by logging onto http.taxid.gov.ng using their NIN.
Secretary to the Commission, Barr. Austin Uwasike said there are three sets of training, which are for senior, top management staff and retreat programmes, all due to the magnanimity of the Speaker, Rt. Hon. Emomotimi Guwor, geared towards seamless legislative bureaucracy.
Managing Director/Chief Executive of Kingsclass Consult, organisers of the two-day retreat, Barr. Charles Ojakovo HCIB, FICMC said topics, including Tools for Improved Budget Credibility, Oversight and Compliance Enforcement, Accountability and Oversight Frameworks, among strategic management topics were deployed to make the training a worthwhile exercise.
